Mr. Chasmar is a founder and President and CEO of Call4USA. Mr. Chasmar has over 40 years of successful telecom management experience. He is a US telecom and money transfer patent holder. Prior to founding Call4USA, Mr. Chasmar was employed at Black Dot Wireless from 2005 to January 2022. Since 2010, Mr. Chasmar served as Black Dot’s Vice President Program Management overseeing Black Dot’s largest customers, AT&T and T-Mobile. He served as National Director of Sales and Area Vice President before being promoted to his current position. Mr. Chasmar has been the overseer of Black Dot’s sales force, which provides specialized operational cost saving services for many of the nation’s leading wireless carriers including AT&T, T-Mobile, Sprint and Verizon, as well as Windstream and Clear Channel Outdoor. Black Dot renews expiring cell site leases and amends existing leases, providing the carriers with rent relief and contract terms designed to make the cell site lease more flexible for the carrier. Mr. Chasmar has overseen lease renewals and lease amendments that have provided rent savings of greater than a billion dollars for AT&T alone. Mr. Chasmar helped develop and manage the program that Black Dot had with Sprint where Sprint deconstructed the Nextel network.
Prior to 2005, Mr. Chasmar was the co-owner of a NASDAQ Broker Dealer which specialized in raising capital for telecom ventures. While serving as Executive Vice President and Secretary at 21st Century Telesis, Mr. Chasmar managed the FCC Auction strategy, garnering 27 FCC PCS licenses at 47% below the national average price.
Mr. Chasmar has also spent time lobbying at the FCC and Congress for small PCS telecommunications companies. Mr. Chasmar is a graduate of Syracuse University, Newhouse School of Public Communications.

Dion S. Whitman
Chief Financial Officer.
Mr. Whitman is the owner of D P Consulting Services. For the past twelve years, he and his company have been consulting with a variety of corporations from start-ups to major business organizationsMr. Whitman performs systems and operations analysis; designs and builds both computers and networks of computers; develops and integrates interface applications; provides web hosting and internet services; and provides accounting and financial services, preparing organizational business plans and comprehensive budgets including income tax preparation.
Mr. Whitman has over 35 years of experience in accounting and finance, with 30 of those years in a management capacity spanning the fields of telecommunications, healthcare, retail sales, entertainment, construction, manufacturing, and non-profits. Mr. Whitman’s prior positions include Chief Financial Officer for 21st Century Telesis, Chief Financial Officer of the Long Beach Civic Light Opera and Western Regional Controller of the Drug Emporium.
Mr. Whitman is a Microsoft Certified Systems Engineer and a Registered Tax Preparer with the California Tax Education Council. Mr. Whitman is a graduate of the University of Southern California, School of Business and holds a Bachelor of Sciences degree in Business Administration.
Robert A. Hart IV, PE
Executive Vice President
Mr. Hart is currently the owner of Hart Engineers and Hart Communications Consulting LLC in Baton Rouge, Louisiana. Hart Engineers designs and oversees the implementation of every type of communications subsystem and total end-to-end and interconnected communications systems from state, regional, and local access to in-home and on-person networks. Hart Engineers has designed and overseen construction of networks of all types, including telephone, CATV, broadband, multimedia, and wireless networks, all of which are headed toward provision of bandwidth upon demand with QoS.
Hart Communications Consulting LLC specializes in strategic planning and teaching technologies to others. This includes a balance of TDM, IP, QoS, purpose-built equipment and an aTCA commoditized hardware, the IMS-ICS/IPTV/VoIP/FMC based managed IP future with new services, UNI/NNI and software control and ownership. Through his companies, Mr. Hart has designed support infrastructures including hardware and software, land, buildings, C&MH, towers, intelligent and “open” nodes supporting selective routing. Mr. Hart’s customers span telephone to active broadband companies, evolving CATV to multimedia, licensed and unlicensed wireless systems. Mr. Hart’s recent focus is on active Ethernet, 10G EPON, renewed TDM (parallelism, system interworking and fallback), IP MPLS/FECs/G-MPLS, H-QoS including strategic implications of aTCA , IMS-ICS/IP QoS PEPs/TISPAN standards evolving to NFV/SDN, NNI/UNI, cloud/virtualization and hybrid decentralized technical architectures complementing the drastically expanding fixed, mobile and portable Internet.
Pursuant to an authorization by the FCC in 1992, Mr. Hart began conducting experimental propagation and other field tests of Personal Communications Systems (PCS) systems, including all IP networking nodes. These studies have been ongoing for a number of years and have most recently focused on unlicensed wireless bands and small cell/home cell and low power radio, smart but high gain antennas and space division multiple access. In connection with his professional responsibilities, Mr. Hart has developed a number of business plans, technical models and bidding strategies for PCS beyond 3G PCS wireless (past and future). Mr. Hart has been personally associated with the prudent spending of approximately $1 Billion in Capital Expenditures associated with communications infrastructure solely within the USA.
Since 2005, Mr. Hart has prepared, updated and completed strategic long range plans for small telephone companies. Mr. Hart is a graduate of Louisiana State University with a degree in electrical engineering and is a Registered Professional Engineer (“PE”) in Louisiana and Tennessee.

Patrick J. Cannon
Chief Technology Officer
From 2010 to the present, Mr. Cannon has been with Bovalan Inc. overseeing the engineering requirements for the Intellectual Property, Technical Systems and Network. Mr. Cannon will operate the facilities for Call4USA in London. He has also completed the engineering for a new product, Simply Talk, which is an International Smart Travel SIM for countries throughout the world that Call4USA will introduce into the marketplace in the near future. Prior to 2010, Mr. Cannon was an interactive phone consultant, working with a variety of companies as a product and business consultant to develop and market GSM roaming products, mobile phone applications, mobile PC and VoIP products, and connectivity products for the telecommunications industry. Mr. Cannon was the founder and CEO of New Telephony Communications Ltd., which acquired the European distribution rights for VoIP.
Mr. Cannon was responsible for coordinating, and leading European sales strategies and their implementation, including identifying prospects, negotiating with prospects, and overseeing equipment installations, rates management and ongoing customer relations.
Mr. Cannon established services with fifteen internet service providers across Europe and coordinated their technical and customer Service. Mr. Cannon majored in Business Studies at Ruskin College in Cambridge and graduated in 1971 with a Business Studies Degree 2.1 specializing in Marketing.
Francisco J. Valle, Ph.D.
Chief Marketing Officer
Dr. Francisco J. Valle is the President of Valle Consulting. He provides management consulting services across a broad range of sectors including Financial Services and Retail. Dr. Valle’s knowledge of the general, Hispanic and other multicultural markets makes him a valued advisor to organizations operating within a highly diverse market place. Some institutions advised include Tri-City Medical Center, major cable companies and programmers, U.S. Tennis Association, and Wal-Mart.
Dr. Valle synergizes, leverages and integrates cross-functional assets for value creation and increased customer satisfaction, market share, and revenues. He has proven results assisting organizations determine whether they possess a sustainable competitive advantage, or, if not, how to secure one. Dr. Valle advises organizations how to instill a transformative culture change to enhance their DEI positions. He applies not only a proprietary framework developed by him for his doctoral dissertation titled: “The Future Society of America: A Hispanic Paradox”, but also key knowledge of Hispanic culture described in “How To Win The Hispanic Gold RushTM”, a book co-authored by him and selected by Forbes Magazine’s Book Club.
Dr. Valle applies an entrepreneurial mindset and his proprietary framework in the development of custom-tailored, culturally relevant, and integrated strategic and marketing communications plans for clients. He has participated in startups, M&A transactions, and divestitures. Dr. Valle knows how to apply AI, B2B, B2C, and Social and Digital Media to increase margins. He currently functions as Chief Marketing Officer at Call4USA.
This startup provides products to unbanked and banked multicultural markets leveraging proprietary patented telephony and money transfer services.
Prior to becoming a consultant, Dr. Valle was a leader with full P&L responsibility of multi-unit operations. He increased 6% the productivity of his Operations at Mobil Oil, initiated the unit manager model change at Taco Bell, and reduced 5% food cost at his Aramark unit as Purchasing Committee Chairman. Dr. Valle presented at Board of Directors, U.S. Congressional Hearings, and mainstream and multicultural markets events.
Some of the international recognitions of Dr. Valle’s unique expertise include:
- Having received Merrill Lynch’s prestigious Leadership in Diversity Award for his creative global approach in the creation of the foundation for a Hispanic Growth Fund for retail sale.
- Being appointed to BP’s Worldwide Center of Expertise Committee in Logistics and Distribution.
- Presenting three articles at the Worldwide Conference of Colleagues of Jesuit Business Schools.

Nationally, Dr. Valle:

At the state and local levels, Dr. Valle was:
- Appointed by Governor Arnold Schwarzenegger to co-chair the Communications and Outreach Subcommittee of the Governor’s Committee on Employment of People with Disabilities.
- Named both the 2014 Community Healthcare Champion Award by the San Diego Business Journal and the 2013 Health Professional of the Year Latino Champion by the U-T San Diego.
Dr. Valle completed Corporate Governance Training at both Harvard Business School and UCLA. He holds a Ph.D. in Management and an Executive Certificate in Strategy from Claremont Graduate University’s The Peter F. Drucker & Masatoshi Ito Graduate School of Management. Dr. Valle earned an M.B.A. from California State University, Fullerton, and a B.S. in Chemistry, Pharmacy, and Biology from the Universidad Nacional Autónoma de México. He held the following registrations while under contract with Merrill Lynch: Series 7, Series 66, and California Life Agent including Annuities, and was qualified to handle transactions involving Variable Products, Alternative Products and Options.
Dr. Valle has served on Boards of Directors of Non-Profit Organizations, a Federally Qualified Health Center with over 65K patients, and several Chambers of Commerce. He has been an advisory board member at educational institutions and businesses including Claremont Graduate University, NBC San Diego, and the San Diego Padres. Dr. Valle teaches Strategic Management and International Business at LMU.
Gary Arnett
Vice President, Money Transfer
Mr. Arnett is responsible for overseeing the money transfer department and ensuring that Call4USA is in compliance with all governmental rules and regulations involving money transfers.
He will also be responsible for tracking actual money transfers and filing any Suspicious Activity Reports that may be required.
Mr. Arnett has 30+ years of experience both with public and private companies ranging in size from start-ups to billion-dollar divisions of international conglomerates. His range of industry experience includes the fields of real estate, technology, and telecommunications.
Mr. Arnett has successfully managed and directed the strategic business plan for both early stage growth firms and large companies ($1 billion in annual revenue). During his career, he has participated in the capital raise for companies seeking early-stage funding to public offerings and raised both equity and debt from firms such as Fortress Investment Group and Macquarie Group. For the past 15+ years, he worked in the telecommunications industry at Black Dot serving as CFO and managing relationships with AT&T, T-Mobile, and other Tier 2 carriers.
While serving at Black Dot, Mr. Arnett was one of three executives that successfully managed the growth of the company from a start-up operation phase to a multi-million-dollar venture and assumed a leading role in the diversification and funding of the business into related ventures. Mr. Arnett obtained his Master in Business Administration from the University of Southern California graduating with honors summa cum laude.
